Begin with running the network troubleshooter to diagnose and identify the actual problem. Once you have found the problem, follow any one of the below given methods to fix it. If troubleshooting network didn’t show any specific problem, try each one of the below-mentioned steps until the Error 651 connection is fixed.
Method 1: Uninstall and Reinstall the Modem
This would be the most quickest solution to fix Error 651 Connection in Windows 7 or above. Simply uninstall the Modem you have installed on your PC and then reinstall the latest available update. Once done, try to connect to the internet and see if it resolves the error.
Method 2: Create a New Network Connection
At times, creating new network connection can resolve this error for you. This is also true with WiFi hotspot in Windows 7 or above. So, simply try to create a new internet connection and see if it resolves the error.

If nothing seems working, try reinstalling the LAN Card Drivers. Even corrupted or outdated driver can also cause this error. So, simply uninstall the LAN card drivers and reinstall the latest available version of LAN Card.
Method 5: Disable IPv6 for your Internet Connection
If you have enabled IPv6 in your dialer modem, then try disabling it. There is no point in keeping IPv6 enabled when your ISP doesn’t support it yet or the area you live doesn’t have this facility. To disable the IPv6, right-click on your current active internet connection, select properties, and uncheck the box with IPv6 (TCP / IPv6). Note that you have to only disable IPv6 and not IPv4.
Method 6: Turn off Windows 7 Auto Tuning
If you are using the router at your place for the Internet connectivity then try turning off the Auto Tuning feature in Windows 7. To do this open the command prompt as Administrator (or elevated command prompt) and then enter the following command:
“Netsh interface tcp set global autotuning=disabled”
Hit enter to execute the command. Once done, try connecting to the internet again and see if this fixes the issue for you.
